Management Team

Edward W. Tomeo (President and Chief Executive Officer), founder of Enpower Corp., formed the organization through the 2002 management buy-out of United American Energy Corp.’s (UAE’s) western business unit. Mr. Tomeo is also President and CEO of Enpower Corp.’s business and operations management companies Enpower Management Corp. and Enpower Operations Corp. Previously, Mr. Tomeo was a Vice President of UAE and President of UAE’s western operations subsidiary, UAE Energy Operations Corp. (UAEEOC). Mr. Tomeo founded UAEEOC in 1993 to manage the operations of two acquired distressed projects. UAEEOC managed the successful business recovery of the Modesto Energy waste-tire-fired facility and the Wadham Energy rice hull-to-energy facility. Mr. Tomeo led the acquisition of the 40 MW Oildale Energy cogeneration facility, and the 6000 SCFM landfill gas processing plant in Wilmington, DE and he led Enpower’s role in the LES acquisition. Starting with UAE in 1988, Mr. Tomeo was a leader in UAE’s diversification into fossil fuel fired electric production. Mr. Tomeo has 36 years of experience in process and electric power generation businesses. Prior to UAE, Mr. Tomeo held management positions with Northeast Utilities, General Electric Environmental Services and Bethlehem Steel. He earned his BS in Mechanical Engineering from the University of Pennsylvania and an MBA from Rensselaer Polytechnic Institute and is a registered professional engineer.

Alex A. Sugaoka (Vice President and Chief Financial Officer) provides financial management to Enpower Corp. as well as strategic planning guidance for its operating subsidiaries. Mr. Sugaoka has over 25 years of experience in the gas and electric power business. He joined Enpower Corp. (successor to UAE) in October 1995 as General Manager of the 40 MW Oildale Project and later took on responsibility for the 26.5 MW Wadham rice hull-to-energy facility. Prior to joining Enpower, Mr. Sugaoka held financial, technical and management positions with Chevron, Impell, Marubeni and PG&E. Mr. Sugaoka graduated from the University of California at Berkeley earning his BS in Mechanical Engineering and an MBA. He is a registered professional engineer.

Roland Allred (Controller) is responsible for directing Enpower’s accounting functions. He successfully built the company’s accounting infrastructure and hired the accounting team. Mr. Allred also provides overall treasury leadership with responsibility for cash management, investment management, liquidity management and operational banking. He is responsible for managing the corporate income tax function. He has 20 years of diversified engineering and financial management experience and has worked in the energy industry for over a decade. Prior to joining Enpower Management in 1999, Mr. Allred was the Senior Financial Analyst for Packard Bell NEC Corp, an $8 billion a year, high tech company where he was responsible for corporate budgeting and strategic financial modeling. Previously, Mr. Allred worked at Bechtel Corp. as a System Engineer for the Limerick Generating Station and the Diablo Canyon Power Plant. He graduated from the University of California at Berkeley with a BS/MS in engineering and from the University of California at Davis, with an MBA. He is a registered professional mechanical engineer.

Russel Alexander (Wadham Energy Facility Manager) manages the overall operation of the Wadham biomass to energy facility.  Mr. Alexander has over 20 years of experience in the energy industry across the gas turbine, landfill gas and biomass sectors.  As a practitioner of continuous improvement Mr. Alexander has a proven track record of increasing plant efficiency, reliability and profitability.  Earning a BS in Information Technology and an MBA from University of Phoenix Mr. Alexander has a diverse base of knowledge that he draws upon to develop solutions to effectively solve problems.
